Profile: Studied Public Finance Management (PFM) at Stellenbosch University (SU); Programme on Budgeting and Financial Management in the Public Sector from Duke University in Durham, North Carolina, USA. Holds a Master of Arts in Economics from Makerere University and a Bachelor Arts (BA) Degree in Economics from the University of Zambia. Studied Finance for Macroeconomists offered by the IMF’s Institute for Capacity Development, Washington DC, USA, and Policy Analysis at the Kenya Institute of Administration (KIA), Nairobi, Kenya. I am currently working in the Parliamentary Budget Office (PBO) as Deputy Director and have over with over 15 years. of working experience on matters related to Public Finance Management (PFM), fiscal and macroeconomic analysis, budget and sectoral budget analysis including Gender Responsive Budgeting (GRB). I provide technical support to the Planning and Budgeting Committee on the national budget, the Medium-Term Budget Plan (MTBP) and Public Debt contraction and all matters related to the economy, budget analysis and generally public financial management. Prior to this, I worked as an Economist in the Ministry of Commerce, Trade, and Industry. I have been privileged to be attached in the Economic Management Department of the Ministry of Finance and National Planning and the Economics Department of the Bank of Zambia. I am currently serving on the Technical Working Group on the SADC Model Law on Public Financial Management (PFM) through the SADC PF. I have presented various papers to parliamentarians in Zambia and in the SADC region on public debt management, public finance management, the budget process and conduct capacity building activities in budget analysis to Members of Parliament, National Assembly staff, Government Ministries' staff and Civil Society Organisations.

Pitch (selling points): Please vote for Mr Simon Mtambo, as EAZ Committee Member. Your vote will strengthen the interface and interaction between the Legislature (the people) through the Parliamentary Budget Office for which I am Deputy Director and the EAZ, by extension CSOs, think tanks, academia, and general Members of the Public. Remember, this form of interaction between Parliament and the EAZ will be the first in the history of the National Assembly because the PBO, the office I am representing, established in similar lines as the Congressional Budget of the USA, is critical in budget approval and budget oversight. Your vote will not only empower me but most importantly the Budget Committee that I work with and therefore the House and ultimately the People. Your vote will help shape opinion on matters of the economy, strengthen the legislative and budget approval function.
